Considering the allegation of petitioner in his Manifestation and Motion for Extension to File Petition for Certiorari dated April 29, 2004 that "[t]he services of counsel cannot be secured yet because petitioner is still selling the small farm lot he is cultivating and finance loan assistance from his siblings coming in the first week of May," the Court Resolves to REQUIRE petitioner to:
a) SHOW compelling reason why this Court should exempt this case from the provisions of Section 2, Rule 45 of the Rules of Court limiting the grant of extensions of time to file petitions for review on certiorari to only thirty (30) days; and
b) MANIFEST if he wishes the Court to appoint the Public Attorney's Office as counsel de oficio,
both within ten (10) days from notice.
